He served as Michael Collin’s Chief of Staff and Minister for Defence under the Cosgrave administration. He frequently clashed with O’Higgins over his style of government and recalled that his [O’Higgin’s] “personal presence in the Adjutant-General’s office at that time (July-August 1922) was the personal presence of a person who didn’t understand what was going on.”
